My brother lives in Decatur. It's trendy and fun and fairly open minded. They are an interracial couple and it's important to live in a relaxed community.
References :
If you're looking for good MARTA access, you're pretty much limited to Fulton or DeKalb counties. North Fulton (Alpharetta, Roswell, Sandy Springs) have easy access to the rail line and the family feel you're looking for. I personally love living close in town, but I'm a student and probably would not live where I do if I had young children.

As for Gwinnett County Transit, it only runs to limited areas of Gwinnett and is really only practical if you're a downtown commuter. If you live in most parts of Gwinnett you're going to be car dependent.

Hope this helps some.
References :
Atlanta area resident for 20 years

I'd highly suggest moving to Gwinnett County. The schools are excellent. Crime is low. You can transfer from Gwinnett transit to marta fairly easily. If you do not want the trouble of extra transfers, then I would suggest Dekalb County, more specifically: Tucker or Lithonia Georgia. Most Apartment Complexes have Marta Bus Stops Located at the entrance or a short walk away in Dekalb. Good deals on apartments can be found in Gwinnett and Dekalb, but overall Dekalb is cheaper. Please take a look at the links below.

You can try the Decatur / Oakhurst areas. They have decent schools. There's a MARTA station in Decatur. The only drawback is the property taxes in Dekalb county are outrageous.

Gwinett County is a the next county over. No Marta but there is Gwinnett County Transit, which runs to Atlanta. Much lower taxes than Dekalb and even better schools. Gwinnet is huge. It has it's own hockey team and is getting a minor league Braves farm team. Check the Lilburn and Grayson areas

Avoid Cobb County and Fulton (except maybe North Fulton).
